They primarily stole wire used to run underground cables, he said.

Fulton said he found out about the APD’s video enhancement capabilities through the Tri-State Law Enforcement Council. Fulton said he approached Kelley, who is president of the council, about the possibility of assisting him. Kelley said officers first tried enhancing the tapes on the old computer system the APD used for such tasks but didn’t have much success. The new system, though, made short work of the process, he said. Kelley said he believed the Star Witness system would prove to be an invaluable investigative tool for the department.

“It’s going to help us out quite a bit,” he said. One project in the planning stages is using the system to review video evidence in “cold” cases, in the hope that it might provide some clues leading to their resolution. For example, Kelley said, enhanced video footage could show a vehicle license plate number that might not have previously been legible.
