The program, known as Star Witness, is produced by Signalscape, a North Carolina-based company, and costs $30,000. Kelley responded by handing him some VHS tapes that had been shot by security cameras in Norfolk Southern’s Portsmouth rail yard. The tapes show several men prowling around the yard.

The facility has experienced numerous copper thefts over the past few months, and J.P. Fulton, a special agent with Norfolk Southern, said he believes those men may have been responsible. Using the APD’s new system, Crawford was able to clean up and clarify the images on the tape to the point where the suspects are clearly recognizable. That’s exactly what Fulton said he is hopeful that someone will do — recognize them. The tapes show two different groups and five different suspects, Fulton said. They primarily stole wire used to run underground cables, he said.

Fulton said he found out about the APD’s video enhancement capabilities through the Tri-State Law Enforcement Council. Fulton said he approached Kelley, who is president of the council, about the possibility of assisting him. Kelley said officers first tried enhancing the tapes on the old computer system the APD used for such tasks but didn’t have much success. The new system, though, made short work of the process, he said. Kelley said he believed the Star Witness system would prove to be an invaluable investigative tool for the department.

“It’s going to help us out quite a bit,” he said. One project in the planning stages is using the system to review video evidence in “cold” cases, in the hope that it might provide some clues leading to their resolution. For example, Kelley said, enhanced video footage could show a vehicle license plate number that might not have previously been legible.
