If you are 16 to 17 years of age, you must have held a valid instruction permit from Oregon or another state for at least six months; complete either 100 hours of supervised driving time or 50 hours of supervised driving time and an ODOT-approved traffic safety education course; pass a Safe Driving Practices knowledge exam; and pass the drive test, unless you present a hard plastic Driver Education Certificate of Completion card issued by the State of Oregon Transportation Safety Division, which you may use to waive the drive test requirement. In order to apply for an instruction permit, you must be at least 15 years of age and pass a knowledge test.

To obtain a full endorsement, you must also complete a motorcycle rider education program through TEAM OREGON.
